The publication brings together ten articles by researchers from seven countries on democracy, communication, and the internet’s potential for participation amid the challenges of today’s digital environment.
The journal Informatio has just published the special issue “Participación ciudadana y tecnologías digitales: ¿otro algoritmo es posible?” (Citizen participation and digital technologies: is another algorithm possible?). It brings together research and reflections on the challenges and possibilities of digital technologies for strengthening democracy and citizen participation.
Published in Volume 31, issue 1 (June 2026), the special issue was edited by Gabriel Kaplún of the University of the Republic (Uruguay) and José Candón-Mena of the University of Seville (Spain). It contains ten articles by eighteen researchers from Argentina, Brazil, Chile, Colombia, Costa Rica, Spain, and Uruguay. Gabriel Kaplún is part of the Laboratorio de Participación y Tecnologías (Participa Udelar) and the National Institute of Science and Technology in Digital Democracy (INCT.DD) network.
The publication starts from the finding that the crisis of confidence in democratic institutions and the growth of authoritarian practices mediated by digital technologies create new challenges for public debate. In response, the articles present critical initiatives that seek to recover and expand the internet’s potential for dialogue and participation.
The articles cover topics such as the development and use of digital technologies in participatory processes, how social movements use these technologies, civic technology initiatives to improve democratic debate, and initiatives that connect community and independent media with the opportunities offered by the digital environment.
Alongside theoretical analyses, the special issue includes case studies, accounts of practical experiences, and reflections that help explain the relationships between democracy, communication, participation, and digital technologies in different Latin American and European contexts.
The publication was launched online on June 11, with the editors and article authors taking part. The event presented the special issue’s main contributions and discussed ways to build more democratic, participatory, and inclusive digital ecosystems. Watch the presentation HERE.
