INCT.DD has published “Democracia Digital no Brasil – Prospecção sobre o Poder Executivo Federal 2017” (“Digital Democracy in Brazil: A Survey of the Federal Executive Branch, 2017”). The report gives a broad view of how ministries, secretariats, and state bodies use digital technologies and resources to put democratic values into practice and improve democratic processes and procedures. It compiles the results of the Institute’s study of the same name, conducted throughout 2017. Digital democracy initiatives were grouped into: (1) Transparency; (2) Participation; (3) Law and Access to Justice; (4) Deliberation; and (5) Information and Education for Citizenship.
Main findings:
- 119 initiatives were cataloged and assessed.
- A large number of initiatives seek to promote government transparency.
- There are few efforts to encourage participation, although some consultation initiatives received good assessments.
- Professional training and education projects have increased.
- Apps have little visibility, contrary to the global trend.
- There are no projects that promote public deliberation.
The project was a joint effort by Brazilian research groups and laboratories. It involved 22 master’s and doctoral students and 8 researchers with doctorates. This network’s main task was to identify government websites, browse them, and catalog and analyze them.
The research was coordinated by Maria Paula Almada and Rodrigo Carreiro, both postdoctoral researchers at INCT.DD.
