He holds a PhD in Contemporary Communication and Culture from the Federal University of Bahia, with a doctoral research period at the University of Washington (USA), and a master’s degree in Communication from UFBA. He completed postdoctoral work at the Center for Advanced Studies in Digital Democracy and Electronic Government (CEADD), Poscom-UFBA. His production and research cover communication and democracy, digital democracy, internet studies, public communication, communication and ethics, public policy and communication regulation, public opinion, journalism, and democracy. He was a visiting researcher at the Institute for Applied Economic Research (IPEA) and an ad hoc consultant for UNESCO on the application of media development indicators in Brazil. He has also carried out consulting work with other governmental and non-governmental organizations in digital democracy and electronic government, human rights and media, and public policy.
